It depends on the wall type. In HDB flats, existing structural reinforced-concrete (RC) elements must not be tampered with, so load-bearing walls, columns and beams cannot be hacked. Removing a non-structural RC wall needs HDB approval and must be supervised by a PE (Civil/Structural). Lightweight partition walls need HDB approval, and HDB's guidelines do not require a PE for these.
